National policy to be formulated at Westminster by UK government; local policy to be implemented by properly empowered County Councils at regional level.

The principle of subsidiarity is a sound one but the Senedd, Holyrood and Stormont represent little more than a superfluous tier of polity inevitably draining investment and public expenditure toward the three centres, the very opposite of the wide disbursement that struggling areas need.

An idea isn't responsible for those who believe in it.

Getting rid of the senedd and setting up 13 local councils all with their fare share of the Welsh settlement from the UK would half the numbers of councils, get rid of the millstone of the senedd , and give real power to the councils to level up all areas in Wales not just Cardiff .

Just Google Barnett formula works out at about an extra £1400 per person on Wales per year. Roughly £4.5 billion a year. These are figures for 2018/19.

Wales of course often waste the funds on schemes no one wants or even ask for. One example a new industrial site in North Wales which did not see a single factory in the 20 years it was open, it finally closed and had been sold of by the Welsh government at a huge loss.

The average wage for females in Wales is compatible to the rest of the UK. For males there is a big difference caused by the huge wages in London and the South East.

That is why Wales gets it huge subsidy from Westminster as the Welsh workforce is not as productive as the UK average and the best talent in Wales leave for better jobs in the rest of the UK. 40 years of very small structural funding by the EU for unwanted and unnecessary projects have not changed this.

The Brynglas tunnels fiasco for the last 20 years, which has not been solved, could have been sorted out 10 years ago if Wales had a forward looking dynamic government.
