The early release prisoners are on license i believe. Any infraction or even accusations can result in them being recalled. It's often worse and counter productive for them than remaining in prison as they know they could be recalled at anytime for anything minor and even unproven accusations

The criminal justice system is in a mess. There are lengthy delays for Crown Court trials, we’ve had a raft of issues with the Single Justice procedure, the probation service have failed to manage high risk offenders effectively and some have been released and gone on to commit serious offences including murder, Theresa May brought in the changes to Police Bail which saw suspects released under investigation when they should have been managed on police bail and it goes all the way through to not having enough capacity in the prison estate.
Prison should be a mixture of punishment and rehabilitation. The aim should be to give prisoners ( the volume prisoners not the deviants etc) the skills and ability to be able to make a living for themselves after they’ve been released, in some cases teaching them to read and write, teaching them a trade, education etc etc and those who can’t be rehabilitated will find themselves doing lengthy periods of porridge. There will always be an element of reoffending, it’s a case of managing those that do.
Foreign nationals in prison should be incentivised to leave the country and banned from returning, getting rid of the foreign nationals would free up a lot of space.

Many re offend because it's all they know. There is no support only punishment. They can't get jobs or accomodation. It's a cycle they can 't break

There's plenty of support out there. There are many, many people in the exact same situation as a lot of these offenders and somehow they refrain from getting arrested and sent down.
Pain or damage don't end the world. Or despair, or f*cking beatings. The world ends when you're dead. Until then, you got more punishment in store. Stand it like a man... and give some back.
