Starmer is going to reverse the change introduced back in 2015 by the Cameron government which removed some of the scrutiny around ministers gifts and hospitality. The changes “relaxed” what minsters were required to report but continued to require others including shadow ministers to declare their “donations” or “gifts” every fortnight. It seems the previous rules could result in a situation where a minister and a shadow minister attended the same event, the minister wouldn’t have to make any declarations while the shadow minister would! That can’t be right and begs the question how on earth did this arrangement come about ……Under the new rules Starmer is introducing all will be now be treated the same way and have the same reporting requirements. It appears that the registers relating to MP’s is updated and published monthly, however the ministers record is updated intermittently and was last published in December 2023 some 10 months ago. It also appears ministers had the leeway to determine what, if anything was relevant and in need of reporting. The ministerial code says it is “a well established and recognised rule that no minister should accept gifts, hospitality or services from anyone which would, or might appear to, place him or her under an obligation”, it adds that this “is primarily a matter which must be left to the good sense of ministers”. Starmer has been quite rightly criticised for what he’s received, but we’ve no idea what the previous government’s ministers accepted because they’ve had leeway to report what they think is relevant! I work for a registered charity and we have a hard and fast rule, we can only accept any gift if the value is likely less than £5, if it's probably more than a fiver we have to say no and even then we are not allowed to accept any cash. Myself and a colleague were offered thermal cups by a builders merchant, value about 3 quid. They have the merchants logo on them, I took it and it's been in the cupboard ever since. The big difference is, we are not in a position to do massive favours for anybody but being a government minister you obviously are, even a shadow minister may be in that position someday and these people with the expensive gifts, they don't forget. | | | |

I am not an expert on this, but it seems a complicated area. On the one hand, there is the Senedd’s Register of Members’ Interests relating to gifts and donations, on which apparently Gething did not declare the £200K donation. On the other hand, there are the Electoral Commission rules on donations. It seems that it was from the Electoral Commission that details of the size of the Gething donation became public. So as far as I can see, this is a donation rather than a gift but a donation to an MS rather than to central party funds. I disagree with your view about gifts to an individual being different to a donation to a party, the guy that donated £15m to the Conservatives has public contracts, is that linked ? Robert Jenrick was housing minister when he illegally intervened in a planning issue for a Conservative donor who happened to donate £12k around the same time, so there may be links and this is an area that needs tightening up. We’ve also seen numerous comments about the donations made by unions to the Labour Party. Times radio will push very hard on this because it’s a right leaning media outlet. | | | |
