The population of Wales was 500,000 in 1801 before the mass immigration during the industrial revolution.
I doubt you'll find anyone of pure Celtic blood in Wales these days, except perhaps in some isolated valleys hamlet. Go down the family tree of most of the nationalist nutters like Kilks and you'll find English blood within three or four generations IMO.

I agree that England would benefit hugely from a federated approach given the wealth differences between its regions. London vs NE for example.
An Independent Wales would have the tools to look after the whole of Wales in the best ways possible.

Before you have any chance of an independent Wales, you need the Senedd to look after the whole of Wales not just the South East of Wales. If the Senedd started to do this it would show what an independent Wales could do for the Welsh people. As it stands this will never happen.
