FIFA's announcement that Russia must play outside their country with no fans, etc doesn't go far enough.
FIFA and UEFA ( in fact all sporting organisations should ban all Russian based teams from any competition while this threat to the Ukraine in particular and peace in general continues
No teams should be punished for not competing against a Russian side.
