That's not unique to NHS, there are plenty of servers out there on the internet that are years behind in simple patches.

Boris Johnson’s Telegraph column tomorrow espouses leaving with no deal and extending the implementation period until the end of 2021. It doesn’t look like anyone’s told him that there’s no implementation period if there’s no withdrawal agreement. And this man was Foreign Secretary.
