Over the last 6 or so years the Merthyr crowds have averaged more like 400 and not 1700.

So i think you are spot on - far more chance of Merthyr going belly up than making League 2 (and staying there).

I wish them well tbh, but the FAW needs to ignore them now.

I doubted the Welsh cup scheme would get permission off EUFA where I saw the main obstacle. I saw no reason for the English FA to block it as they do not block anything else like financial doping and deals with the Saudis who gave been implicated in the murder of a journalist.
