Sports teams have pre-season training for a reason. Nothing that is done during that period -- even the first hour of the first day -- is without value, otherwise the coaching staff wouldn't do it.
Monk's stated reason for having everybody there from day one is so that no-one starts from behind the others.
Anyway different clubs start their pre-season training at different times, for example I don't think that Arsenal begin theirs until two or three weeks after Swansea so I don't see much problem in some players coming back later. It's not a rigid schedule.
I understand your point about everyone starting together for the sake of team unity but it's not a major setback if it doesn't always happen.
If I remember correctly didn't Ki also have extended leave At the start of last pre season and it didn't do him any harm. Like others have said. Some will probably get more time off because of the internationals they had to play. So I don't see this as a bad thing. There's still a lot of pre season left after he comes and I don't think he will miss any games.
