I don't know if this sheds any light at all but on the radio today the commentator sounded surprised at the announcement too and said that he thinks it includes season tickets (presumably as in *all* season tickets whether they've attended or not).

Why was Ki selected in defense rather than (a fit) Monk for the final at Wembley?

But it does beg the question as to what Phil etc have seen that the rest of the Trust either haven't, or are choosing to ignore.
