It's hard to imagine that sort of set up in London with the lack of space here.
On a side note, it's worth noting that Arsenal and Chelsea, despite all their resources, haven't been that successful at bringing through youth players.

I suppose if you are going to be producing youngsters that may be sold on for millions, then £200M might be a good investment over the longer term.
