I've no idea how many scouts we have, nor how we pay them. I'm simply asking the question (from a budgetary perspective).
Also, if there's to be a transfer embargo in January, does that apply to us signing players for the youth teams?

Its not a total embargo, we can reinvest a proportion of any sale proceeds and we can still sign out of contract players.

Not sure about U23s though.

Pretty sure it doesn't apply to U23s. They don't count for FFP.
