Paal had played virtually every game for Zwolle in Eredivisie + international selection. Cannon, as a US citizen was different, but he'd also played in the top Portugese league. Frey hasn't played all season. He may qualify for an exemption. But, there's no guarantee it would be granted. Maybe a contract has to be offered before a GBE is considered.
