From what I can see it's quite a good transfer policy as it allows you to obtain a better quality player for the same amount of money. Okay you pay more in wages but that's balanced out by what you don't pay for the transfer. I know it's not quite that simple in reality but it's a pretty decent transfer policy and it's worked well for Fabianski and Gomis so far.
If you think about it, there are positives to paying a high wage over paying a high transfer fee and lower wage. You could look at it as an interest free loan. If you pay a lot up front for a player then that money is gone, but if he's on a free with a reasonable signing on fee, then the wages are spread over the next few years.

And if you sell them half way through the contract you pay only half the fee.
Double check the number of l's on the end of "Official" and you'll realise why.
