TfL / LU want to introduce 100+ pay bands which means that each pay band will have to negotiate pay separately, and also means that a cap will be applied. They currently have 7 or something. They know that complicating the pay structure makes negotiating difficult, and makes it easier for the company to apply pay caps to the lowest paid.
