Warburton likely bought him in the latter role with option of Macauley Bonne as a 2nd striker or with Willock & Chair as the 10s,

Well, Frey has already got us 2 goals in 4 games, so that leaves over 40 games (including cup) for the strikers to get us 8 goals. Already seen enough from Celar to know that he is is good at getting into goalscoring positions, just needs a bit of time to adjust.
