I have a theory that they know pretty well that Field or Chair will be off in August for decent money and that decent money is forming a large percentage of the playing budget but of course they can't spend it until it's actually come in. There's a couple of quid lying around for wages of experienced pros as a plan B but they can't invoke that until they know the player sale(s) won't happen. Or in other words, they don't want to sign Steve Cook and Chris Martin now if they'll be able to afford Forino, House and Knight in three weeks time. As time ticks on they're having to push through some of the plan B deals through utter desperation now... Or perhaps they've become less confident of selling Chair / Willock / Field in August and are having to move onto plan B. So having a manager there telling the fans to expect mid-table with an outside shot at the playoffs (for example) would only make the player think he's on a hiding to nothing, so not sure that would encourage them to sign up either.
