Yep.
In my experience most homeless in Swansea aren't there because of a lack of accommodation, but because of their "Chaotic lifestyles", to use the official phrase.
There are rules and requirements that come with accommodation regarding drug and alcohol use that they can't or won't comply with so inevitably end up outdoors. | |
