Not a whole lot since they turned the famous Inner Harbor into a major commercial/shopping district in the 1980's. I think the city had a bond to spend hundreds of millions of dollars on that again recently; although it would seem to have more pressing concerns, I think it was a civic/commercial partnership.
Sure, just like the claim that Trump was never called a racist until recent Democratic lies. Of course, he has been charged and sued in the past for racial discrimination in refusing tenancies in his properties to black people. His excuse? It had nothing to do with colour he just did not want to rent to welfare recipients. Well, we can all understand that ,can’t we? It’s just good business.

And yes, what I quoted was what Trump said. It wasn't all he said, but I took what made the point. Adding "disgusting, rat infested, no human would want to live there" merely belabored the exact same point, and to the same degree.
