Apparently this is the reason
'The draw, which remains seeded and unseeded, has been regionalised to avoid a fixture scheduling complication involving West Ham United and Newport County, who have both been given special dispensation by the EFL Board to play their Round Two ties away from their home grounds. Newport have been placed in the Northern half of the draw to ensure there is no chance of the two teams being drawn together.'
But both have been drawn at home!

The pot was split into seeded/unseeded teams first and then split by north/south. Wolves are in the southern section because at least half of the unseeded teams are more north than them. West Brom are in the north section (despite being south of Wolverhampton) because at least half of the seeded teams are more southern. The only anomaly is Newport who were put in the north to avoid being drawn against West Ham as they both have to be away. | |
