I think the shooting of Babbit was very unfortunate.
But you have to take it in context. They were inside a very secure building (equivalent to Houses of Parliament in UK). The doorway she climbed through was barricaded and the guys behind the door were armed, pointing their weapons at the doorway and warning the protesters not to enter.
That was very much a line in the sand.
We don't know what they were protecting there, whether it was Politicians caught behind there or very sensitive documents, maybe nothing, we don't know. Bit there was a very much mark in the sand DO NOT CROSS.
She was unfortunate to be the first to try to get through, I assume whoever went through first got a bullet as they warned.

I don't accept your suggested version because there were also several armed police officers behind Babbit and she never actually made it through the window. One of the police officers behind her pointed his rifle at the shooter for a second or two. If you want context then look at the final section of the film in the link below, which comes from an organisation I do not support (Infowars), but shows how Babbit got to the partition. You will need to take the spaces out of the url to get it to work.

The line was drawn by them and they issued the warnings not to cross, nothing to do with the police. Had the police done their job, they would not have been there, that's something that will no doubt be looked at.
Why they made that line and why they decided that shooting anyone who passed that line we'll probably never know. As I said my guess and only a guess is that the area they blocked off either contained people they were protecting from the mob or sensitive data.

They might notice that some rioters are imploring others to stop attacking the doors, that there is no audible warning shouted from behind the partition, that rioters start shouting "active shooter" in panic, that an official in a suit who seems to be leading a group of police was moving to within a couple of paces of Babbit as the shot was fired and was indeed one of the first to try to render first aid, and that a police officer actually points his weapon at those behind the partition in alarm.
