It's not just the pitch. Spectator safety etc has to be taken into consideration. We have had matches called off before when the pitch was playable but streets around the stadium has compacted snow on the footpaths. Anybody recall arriving at Trannie to find half the roof had blown off a stand.

Doesn't the ref also have to consider if the game can be completed? Current BBC forecast is for continuous rain until 7pm tomorrow.
