Maybe, but the ball would have to end up exactly where Rafferty's foot is on that photo to be fully over the line would it not? Which would only be possible if his leg was moving backwards... And I would assume it's moving forwards to clear the ball. Of course, it's hard to say what's going on before or after the image.

As I mentioned earlier - without goaltech it's impossible to be 100% sure - but there isn't any photo or footage yet showing the ball over the line clearly. There have been loads of instances so far in the Prem this season where the ball has been over the line except for maybe 1cm of the ball - and it's been not given.
